President Vladimir Putin claimed that one of his daughters has already been inoculated.

Mr. Putin emphasized that the vaccination had undergone the requisite testing and proven to be successful in ensuring long-term protection from coronavirus.

Nonetheless, scientists at home and abroad have sounded the warning that the attempt to launch a Phase 3 vaccine — which usually lasts for months and requires thousands of people — could backfire.

Speaking at a government briefing on Tuesday, Mr. Putin stressed that the vaccination had undergone rigorous monitoring and proved to be secure to use.

“I would like to reiterate that the required studies have been carried out,” he added. “The most critical aspect is to insure the complete health and efficacy of the use of the vaccine.”

The Russian leader said that one of his two daughters had obtained two injections of the vaccine and was doing fine. “She was part of the trial,” said Mr. Putin.

Mr. Putin claimed his father had a temperature of 38 degrees Celsius (100.4 Fahrenheit) on the day of the first dose of the vaccine, and only fell to just above 37 degrees Celsius (98.6 Fahrenheit) on the next day.

After the second arrow, she had a small rise in temperature again, but then it was all done.

“She feels fine and has a high amount of antibodies,” Mr. Putin said. He did not say which of his two daughters — Maria or Katerina — had obtained the vaccine.

Russian officials also suggested that emergency staff, nurses and other danger classes should be the first to be inoculated.

Mr. Putin stressed that vaccination should be optional,

Russian authorities also indicated that large-scale vaccine development would begin in September and widespread vaccination may begin as early as October.
